TITLE:    Director of Human Resources

LOCATION: 16 Pearl St. Glens Falls

TYPE OF EMPLOYMENT:  Benefited, Exempt

Schedule:  Monday-Friday 

PAY RATE:  $75,000-$90,000 per year

Position Summary
Community Work & Independence provides innovative supports and services that empower people with differing abilities and needs to discover their potential and pursue the lives they envision. The Director of Human Resources serves as a strategic partner to organizational leadership, responsible for planning, directing, and advancing a comprehensive people strategy that aligns workforce practices with organizational mission, values, and growth. This role also advances organizational stewardship and relationships with labor relations.

This role leads the design and implementation of human resource policies, talent initiatives, and compliance practices that foster an inclusive, ethical, and high-performing workplace culture. The Director ensures effective service delivery across all HR functions while strengthening employee engagement and organizational sustainability.

Key Responsibilities

Strategic Leadership and Organizational Development

  •         Collaborate with external partners and contractors.
  •         Partner with senior leadership to align workforce strategy with organizational priorities, growth initiatives, and operational needs.
  •         Lead the development and implementation of HR policies, programs, and practices that support recruitment, retention, engagement, and culture.
  •         Analyze workforce trends using HRIS data and metrics to inform decision-making and continuous improvement.
  •         Support organizational change initiatives and promote a coaching-based, people-centered leadership culture.

Human Resources Operations and Compliance

  •         Oversee administration of core HR functions including compensation, benefits, leave administration, performance management, employee relations, and investigations.
  •         Lead labor relations activities, including oversight of grievance processes, documentation, and collaboration with union representatives.
  •         Ensure compliance with federal, state, and local employment laws, regulatory requirements, and collective bargaining agreements.
  •         Maintain awareness of emerging HR practices, regulatory updates, and industry trends, advising leadership on policy and operational implications.

Talent Management and Workforce Development

  •         Identify staffing needs and lead recruitment strategies that support a diverse and inclusive workforce.
  •         Oversee onboarding practices that create a welcoming and engaging experience for new employees.
  •         Support performance management practices that promote accountability, growth, and employee engagement.

Department Leadership and Supervision

  •         Recruit, supervise, and develop HR team members.
  •         Manage department workflow, priorities, and performance expectations.
  •         Provide coaching, feedback, and performance evaluations.
  •         Oversee departmental budgeting and resource planning.

Required Skills and Abilities

  •         Strong leadership presence with the ability to influence and collaborate across all levels of the organization.
  •         Excellent communication, interpersonal, and negotiation skills.
  •         Strong analytical thinking and problem-solving abilities.
  •         Knowledge of employment law, labor relations, and HR best practices.
  •         Ability to manage multiple priorities in a dynamic, mission-driven environment.
  •         Proficiency with Microsoft Office and HRIS platforms; ability to leverage technology to support workforce strategy.

Education and Experience

  •         Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred.
  •          Five years of progressive human resource leadership experience preferred.
  •         SHRM-CP or SHRM-SCP certification preferred.
  •         Experience within nonprofit, healthcare, or human services environments enhances candidacy.
